This CRS report, which was last updated on Nov 6, 2008, reviews the diffent "stages of diplomacy" regarding North Korea's inclusion on the U.S. Department of State's list of State Sponsors of Terrorism, the different categories on the list, procedures for adding and removing countries to the list, and the rationale for North Korea's inclusion and removal. This November update, which replaces a January 14, 2008 report, provides a review of the events in summer and early fall 2008 that ended with the removal of North Korea from the list on October 11, 2008.
