Daniel Wertz on Converting Maximum Pressure to Maximum Leverage

In a new report released as part of the Korea Economic Institute's Academic Paper Series, NCNK Program Manager Daniel Wertz examines how offers for the incremental relief of UN and U.S. sanctions could be incorporated into a negotiating strategy aimed at rolling back North Korea's nuclear program.

In the report, Wertz outlines the strategic logic and challenges to bargaining over sanctions relief in return for compliance from the target of sanctions; reviews the recent history and current status of U.S. and UN sanctions on North Korea; and proposes a framework for how sanctions could be pared back in conjunction with concrete North Korean steps on its WMD programs.
