David Philips serves as a Deputy Director of International Projects at Samaritan’s Purse, a nondenominational Christian organization actively working in the DPRK since 1998.

Philips has more than 19 years of field-level experience in humanitarian relief and development, including working in complex humanitarian situations, such as Haiti, Sudan, South Sudan, the Colombia/Venezuela border crisis, the Syria refugee crisis, and North Korea, as well as rural-development projects in Zambia and Kenya.

Philips serves as a member of Samaritan’s Purse executive leadership team, providing direct support to field-level US Government and UN funded programing, as well as the emergency medical response wing of Samaritan’s Purse.

Philips manages Samaritan's Purse humanitarian programing in North Korea and has had the opportunity to travel to the DPRK in coordination with North Korean officials from the Korean American Private Exchange Society.
